On November 25, 2015, the 13th Congress of the National Council of Youth Organizations of Azerbaijan (NCYOA)—the largest youth platform in Azerbaijan—was held to mark its 20th anniversary. As part of the event, the Second National Congress of Youth Organizations was also organized.

- Azad Rahimov – Minister of Youth and Sports of the Republic of Azerbaijan
- Vusal Guliyev – Head of the Youth Organizations Department of the Presidential Administration
- Nigar Rustamli – Head of Public Relations at "Saglam Ailə" Medical Center
- Over 200 representatives from more than a dozen youth organizations and institutions.
